Polish Accessibility Act
The act of 26 April 2024 (Dz.U. 2024 poz. 731) covers consumer services: e-commerce, retail banking, telecom, passenger transport, audiovisual media and e-books. Fines, imposed by the President of PFRON, go up to 10 times the average monthly wage, capped at 10% of turnover. Public bodies follow a separate 2019 act.

Is the law mandatory for private companies?
Yes, since 28 June 2025, for companies offering covered services to consumers. Micro-enterprises providing services are exempt. Public bodies are covered by the 2019 act on digital accessibility instead.
What are the penalties for non-compliance?
Up to 10 times the average monthly wage (about PLN 89,000 based on 2025 wages), but no more than 10% of the previous year's turnover. The authority can also require corrective action within up to 120 days and ban the service for up to 180 days.

Do companies need an accessibility statement?
Companies must describe how their service meets the accessibility requirements in their terms of service or an equivalent document (art. 32). The 'deklaracja dostępności' is the public sector obligation under the 2019 act.
How must companies handle complaints?
A consumer can complain directly to the company, which must answer within 30 days, or 60 in complex cases. If it doesn't, the complaint counts as accepted and must be fulfilled within 6 months. Anyone can also notify the President of PFRON.
