EAA 2025
Directive (EU) 2019/882 applies from 28 June 2025 to listed products and to services provided to consumers: e-commerce, consumer banking, e-books, electronic communications, passenger transport and access to audiovisual media. Each member state sets its own penalties.

The European standard for accessible ICT. For web content it builds on WCAG Level AA, and it is the usual technical benchmark for meeting the EAA.

Who does the EAA apply to?
Companies that offer covered products or services to consumers in the EU, including companies based outside the EU. Micro-enterprises providing services (fewer than 10 people and turnover or balance sheet of no more than €2 million) are exempt, and B2B-only services are outside its scope.
What are the penalties for EAA non-compliance?
Penalties are set nationally. Germany: fines up to €100,000 (BFSG § 37), and the authority can stop a non-compliant service. Austria: up to €80,000 (BaFG § 36). Poland: up to 10 times the average monthly wage, capped at 10% of turnover.
