VPAT and Accessibility Conformance Report (ACR)
A VPAT (Voluntary Product Accessibility Template) is the ITI template; once filled in, it becomes an Accessibility Conformance Report (ACR) — the document US federal buyers, enterprise procurement and EU public tenders ask for before they buy.
We write the ACR from real testing: screen reader flows with NVDA, JAWS and VoiceOver, keyboard and visual checks, following the DHS Trusted Tester process. You get the test report, the VPAT/ACR draft and, where the facts support it, a conformance statement.

Which VPAT edition do you need?
| Edition | Standards covered | Typical buyer |
|---|---|---|
| WCAG | WCAG 2.2 (levels A and AA) | Private-sector buyers worldwide |
| Section 508 | Revised Section 508 (incorporates WCAG 2.0 A/AA) | US federal agencies and their contractors |
| EU | EN 301 549 | EU public sector; buyers preparing for the European Accessibility Act |
| INT (International) | WCAG + Section 508 + EN 301 549 in one report | Products sold in the US and the EU |
How we produce your ACR
Typically 5–10 working days, depending on scope.
1. Scope
We agree the product, the key user flows and the edition (WCAG, 508, EU or INT).
2. Automated baseline
Every page in scope runs through our 90+ rule audit against the chosen standard.
3. Manual testing
NVDA + Firefox, JAWS + Edge, VoiceOver on macOS and iOS, TalkBack; keyboard-only, zoom and contrast checks.
4. Report
Issues by severity and WCAG criterion, with steps to reproduce and fix guidance.
5. VPAT / ACR draft
Each criterion marked Supports / Partially Supports / Does Not Support, with remarks grounded in the test results.
6. Re-test
A free re-test of the top issues after 30 days, so the ACR can reflect the fixes.
You need a VPAT if…
- You sell software or a digital service to US federal agencies (Section 508).
- An enterprise customer's procurement or security questionnaire asks for an ACR.
- You bid on EU public tenders or sell into markets covered by the European Accessibility Act.
A VPAT will not…
- Make the product accessible. It documents the current state; the fixes are separate work.
- Replace testing. An ACR written without testing is the fastest way to lose a buyer's trust.
- Certify anything. A VPAT is a self-declaration by the vendor, which is why the testing behind it matters.
Frequently asked questions
What is the difference between a VPAT and an ACR?
The VPAT is the blank template published by ITI. Once completed for a specific product, it is called an Accessibility Conformance Report (ACR). Buyers often use the two terms interchangeably.
How much does a VPAT cost?
With InclusiveWeb, the VPAT/ACR draft is part of manual testing, priced from $50 per page with a minimum of 10 pages. The report, the ACR draft and a re-test after 30 days are included.
Which VPAT version do you use?
The current ITI VPAT 2.x template, in the edition your buyers ask for: WCAG, Section 508, EU (EN 301 549) or INT.
Can an automated scan produce a VPAT?
No. Automated checks catch roughly half of WCAG issues; many criteria — keyboard flows, focus order, meaningful names, screen reader announcements — can only be evaluated by a person.
